Our facilities must comply with numerous licences, permits, regulatory approvals and legislated requirements that establish operating standards and emission limits. We view compliance as essential to maintaining our public licence to operate, and apply rigorous processes to meet all regulatory requirements.

Our OIMS framework has comprehensive processes in place to ensure compliance. For example, detailed environmental compliance assessments are conducted regularly at operating sites to assess performance against regulatory requirements and identify opportunities for improvement.

We take all cases of non-compliance seriously. In those instances where government requirements are not met, the regulator is immediately notified, the cause is investigated and follow-up actions are developed and carried out to prevent recurrence.


Fines and penalties

We were fined in 2006 for three events that occurred in prior years:

>  $469,000 for an underground gasoline leak in 2004 at a service station near Odessa, Ontario.

>  $200,000 penalty for a wastewater release in 2004 from Strathcona refinery. This included a $20,000 fine and $180,000 that was paid to three environmental organizations as part of a creative sentencing agreement – Alberta Ecotrust Foundation, Alberta RiverWatch Science and the Wildlife Rehabilitation Society of Edmonton.

>  $125,000 for a release of catalyst in 2002 from Sarnia refinery.
We reviewed our facilities and processes to identify potential areas for improvement. At our retail stations, we enhanced our inventory monitoring practices and continued to upgrade our underground storage equipment. Facility improvements were made to the wastewater treatment system at Strathcona refinery, and additional operator training was conducted. At Sarnia refinery, we upgraded restart procedures and our ability to measure catalyst additions.
